According to the National Association of Construction and Public Works Industrialists (AICCOPN), the total amount of tenders promoted for public works until July 2025 has decreased by 28% compared to the same period last year, totaling €4.935 billion.

Despite the annual decline, there is a noticeable monthly recovery in the amount of tenders. The month of July recorded positive indicators, reflecting an increase in public works promises compared to previous months.

AICCOPN also highlighted that signs of recovery have emerged over the months, suggesting a trend towards an increase in future tenders.

The figures presented indicate that 3,477 public tenders were promoted by the end of July, reflecting the sector's activity in a context of contraction.

This scenario, while representing a significant decrease compared to last year, is accompanied by expectations of improvement in the civil construction and public works sector.

The data was released on Wednesday, at a time when sector operators are closely monitoring the evolution of tenders and the potential recovery of infrastructure investment.
