Putin open to talks on the war in Ukraine
During a meeting in Ireland, EU ministers discuss the war in Ukraine and Russia's hybrid tactics.

During a meeting in Ireland, EU foreign ministers spoke about the current situation in Ukraine and Russia's approach. Putin has indicated his openness to 'concrete discussions' regarding the war in Ukraine, according to reports from HLN (Het Laatste Nieuws).
The German Foreign Minister emphasized that it is not Europe, but Putin who is the cause of the unconventional war being waged against Europe. This point emerged during talks where EU ministers discussed the increasing acts of sabotage on the continent.
Reports from De Telegraaf noted that Russia is engaging in hybrid warfare, employing tactics such as bomb drones, assassination plots, and cyber attacks. The frequency of these attacks is rising, suggesting that Moscow is ramping up pressure.

The ministers indicated that Europe views Russia's stance as a test, but there is reluctance to respond forcefully due to fears of escalation. This situation was seen as concerning, but no direct steps have been taken to actively respond.
The discussion during the retreat at the luxurious golf resort highlighted that Europe has long hesitated to openly identify Russia as responsible for these attacks. Ultimately, Germany did take this step, according to Het Nieuwsblad.
EU ministers acknowledged the necessity of forming a united front and revising the strategic approach towards Russia, focusing on supporting Ukraine and preventing further destabilization in the region.
