BRICS New Delhi Declaration Addresses Terrorism and Calls for Reform

BRICS negotiators worked late into the evening to achieve consensus on the New Delhi Declaration, which addresses multiple global issues, including terrorism and the ongoing conflicts in West Asia. According to reports, references to the war in Iran instigated by the U.S. and Israel, as well as Iran's actions against installations in the UAE and other West Asian nations, remained unresolved.
The joint statement condemned the terrorist attack in Pahalgam, describing all acts of terrorism as 'criminal and unjustifiable.' This condemnation corresponds with BRICS' reaffirmation of its commitment to combatting terrorism without any double standards. Additionally, the declaration emphasizes 'zero tolerance' towards terrorism, backing a call for action against terror safe havens.
The BRICS bloc also urged comprehensive reforms within multilateral institutions, including a necessary 'structural update' of the United Nations Security Council (UNSC). There was a collective assertion regarding the need for the expansion of Security Council membership to better represent developing countries. This aspect of the declaration gained support particularly from China and Russia who echoed encouragement for greater roles for India and Brazil within the UN.

During the summit, Iranian President Masoud Pezeshkian met with the Crown Prince of Abu Dhabi, marking their countries' first high-level discussions since the onset of the conflict. This meeting underscore the BRICS bloc's call for restraint in the ongoing war, avoiding specific mentions of military strikes and emphasizing diplomatic dialogue instead.
The declaration also raised concerns regarding unilateral trade measures and sanctions, highlighting the disproportionate impact these practices have on developing nations. As the discussions unfolded, it was noted that the BRICS grouping is not positioned against any particular nation but aims to foster global cooperation for shared challenges.
Prime Minister of India chaired the BRICS summit, which assumes heightened significance amid escalating geopolitical tensions. On day two of the summit, leaders from BRICS partner nations and various outreach invitees are expected to participate in continued discussions focusing on sustainable energy and competition in renewable markets.
