According to Canard enchaîné, Bally Bagayoko allegedly held a local mandate alongside a management position at RATP for several years. This situation may have been achieved without any competition or interview, raising questions about the legality of his recruitment.

The newspaper also indicates that holding two full-time public jobs is prohibited unless there is explicit and justified authorization, which could represent a breach on the part of the mayor.
