Marcos Administration Proposes P112 Billion in Unprogrammed Funds for 2027
The 2027 National Expenditure Program allocates a historic low for unprogrammed appropriations, despite calls for their elimination.

The Marcos administration has proposed P112 billion in unprogrammed appropriations (UA) for the 2027 National Expenditure Program (NEP). According to the Department of Budget and Management (DBM), this amount marks a significant reduction, accounting for only 1.5% of the total expenditure program, which is the lowest ratio since 1991.
DBM Acting Secretary Kim Robert de Leon stated that the allocation is the lowest nominal amount for UAs since 2019. This proposal comes amid ongoing discussions regarding the necessity and impact of unprogrammed funds in the national budget.
Despite recommendations from budget watchdogs to remove unprogrammed appropriations from the budget, the DBM has maintained them at what it describes as a historic low for the upcoming fiscal year.
