The Russian Ministry of Digital Development (Minzifa) is working on revising the regulations concerning pre-installed software on devices introduced in Russia. Several media reports, including from the business magazine "Kommersant," have indicated this development.

A central element of this revision concerns Yandex's AI assistant, "Alisa AI." The proposal includes granting the system extended rights on mobile devices, including access to banking applications and other apps that manage users' personal data.

According to sources, "Alisa AI" could not only gain the ability to interact with various applications but also access system-relevant functions of the devices, significantly enhancing the potential of AI assistant systems in daily use.

The ministry hopes these measures will level the playing field for domestic AI technologies in competition with foreign providers. In addition to legal adjustments, discussions are also underway regarding the technical prerequisites that need to be established.

During discussions held at the end of August, the requirements for pre-installed Russian software, such as the "Yandex" browser and "Alisa AI," were specified. These regulations aim to ensure that users in Russia can more easily access local solutions.

Discussions are still ongoing, and no final decisions have been made. It remains to be seen how these new requirements will be implemented in practice and what reactions they will evoke from the affected technology providers.
