On August 20, 2023, President Volodymyr Zelensky signed a decree to impose sanctions on Russians and organizations involved in the production of the animated series "Masha and the Bear." This decision is based on recommendations from the National Security and Defense Council of Ukraine (NSDC).

According to the Ukrainian Ministry of Culture, the series serves as a propaganda tool that influences children and promotes Russian narratives. The organization has stated that the Ukrainian-language version of the series is extremely popular, with over 800 million views on YouTube in 2025.

The sanctions target four individuals and four organizations involved in the creation and distribution of the series. The creators will be placed on a sanctions list for a period of ten years. This measure is part of a broader range of sanctions against companies within the Russian military industry.

The decision to ban the series has drawn criticism from the Kremlin. A spokesperson described it as a "war on cartoons" and criticized the ban as an unjust label on a popular children's animation.

However, Ukrainian authorities have emphasized that the ban is necessary to ensure national security and to prevent the spread of pro-Kremlin propaganda. This aligns with a broader trend in Ukraine to take action against cultural products deemed threatening.

The sanctions are part of the ongoing tensions between Ukraine and Russia, with cultural and informational expressions being scrutinized in light of the current geopolitical situation.
