The Council of Ministers is scheduled to approve on Tuesday the housing decrees that were rejected by the Congress of Deputies. This decision comes after the dissolution of the Cortes, which took place last Friday and led to the call for early elections, according to various sources.

The housing decrees will be submitted to a vote in the Permanent Deputation, due to the absence of a full Congress session where they were previously rejected. It is expected that the vote from Junts will not have a decisive impact in this new context, which could facilitate the approval of the decrees.

The government, which had previously maintained that the reconfiguration of majorities could pose legal problems for reintroducing these decrees, has changed its approach. It now believes that the composition of the political forces in the Permanent Deputation could allow for the validation of the proposed texts.

Government sources have stated that the first decree, which includes measures to protect vulnerable individuals from evictions, could advance with sufficient support in this new scenario. According to calculations, the decree could be approved with 35 votes in favor and 34 against, thus overcoming the rejection from last Friday.

It is worth noting that the current resolution has emerged in a complex political context, where demands from parties such as Sumar pressured a return to discussing the same texts despite previous opposition in Parliament. The Council of Ministers' decision to insist on these decrees includes a clear goal of facilitating housing protection.

This process is also viewed within the framework of governmental maneuvers, seeking to leverage changes in the balance of forces in the Permanent Deputation compared to the previous Congress composition. It has been indicated that this mechanism has been used before under different circumstances and raises questions about its constitutionality, although the executive is confident in the legality of this new vote.
