Carlos Moedas, the Mayor of Lisbon, has urged the government to immediately cancel the Volta packaging system. This system, which includes a deposit of 10 cents for returned packaging, has faced criticism from the mayor, who described the situation as an "unprecedented social drama." Moedas stated that while recycling and reuse policies are necessary, they should not be implemented in a way that creates an additional burden on the population.

Moedas' appeal comes at a time when the Volta system is already facing criticism regarding its execution and effectiveness. The mayor believes that although it was introduced with good intentions, the practical results have been unsatisfactory and have raised concerns among the population. He reiterated that environmental policies should not be viewed as a tax or a social burden.

Environment Minister Maria da Graça Carvalho responded to Moedas' request, assuring that the Volta system will remain in operation. The minister emphasized that this system complies with European regulations and labeled it as successful, despite the criticisms.

According to the minister, adjustments to the system are possible, but its termination is not under consideration. The government's position contrasts sharply with that of Moedas, who is calling for a redefining of environmental policies in Lisbon without penalizing citizens.

In his remarks, Moedas also highlighted that the capital must strive to increase its recycling rate, arguing that this goal can be achieved without the population feeling overburdened by taxes or fees. This perspective appears to reflect concerns for the social welfare of Lisbon residents.

Moedas' reaction is the latest in a debate surrounding environmental policies, where he advocates for solutions that not only promote sustainability but are also socially viable.
